South Carolina Bail Agents Academy (SC-BAA) was formed from a four-generation South Carolina bail bond family, representing more than 60 years of combined professional experience. This legacy provides the foundation for the structured, compliance-focused education we deliver to prospective and active bondsmen throughout the state.
The bail bond profession has evolved significantly over the years, and the need for trained, ethical, and well-prepared bondsmen has never been greater. SC-BAA was established to meet this need by providing accurate, state-approved instruction aligned with South Carolina Department of Insurance requirements.

Instructor: Donald F. Mescia III, M.S.
Mr. Donald F. Mescia III (“Donnie”) is a licensed South Carolina Surety Bondsman with over a decade of operational experience in the bail bond profession. He has been an active bondsman since 2011 and has additionally held a South Carolina Property & Casualty Producer License since 2013.
Donnie comes from a long-standing South Carolina bail bond family, with more than 30 years of professional history in the field. His background provides a practical foundation for the structured, compliance-focused education delivered through South Carolina Bail Agents Academy.
Academically, Donnie earned a Bachelor of Arts in Sociology from the University of South Carolina Beaufort (Cum Laude) and a Master of Science in Criminal Justice/Public Administration from Liberty University (High Distinction). His academic training, combined with extensive field experience, led to the formation of South Carolina Bail Agents Academy to provide accurate, accessible, and professionally grounded education to both prospective and active South Carolina bondsmen.
Donnie’s commitment is to ensure that every bondsman trained through SC-BAA receives clear instruction, a strong understanding of South Carolina bail bond law, and the professional readiness required to enter and advance within the bail bond profession.
